the "Bundesversicherungsanstalt für Angestellte" (BfA) is an
administration in Berlin, that is responsible for the computation and payment of
the social insurance pensions in germany. So, maybe the letter, your mother got,
was a ruling on her pension application or something else relating to her social
insurance.

From what I could translate (dates and a few words) it goes back to period
during World War II that she was force labor in Germany (my mother is a Polish
national, with US citizenship thru naturalization).
